Quebec City - Free Metro Bus?

As best as I can tell, it appears that Quebec City runs a free express metro bus around town. http://www.telegraphe.com/transports/indexen.html

 

Can anyone confirm this is true, how practical this bus is in getting around upper and lower Quebec City, and how easy it is to catch (are there lots of easy to find stops)?

The Ecolobus is running, I was down at the port yesterday (a 3-ship day :)) and saw a couple. It's ideal for cruise ship passengers, as it starts its route right at the ferry dock, passes docks 22 & 21, and remains the only bus route to directly link that area with Upper Town. You catch it at any regular bus stop along the route.
