Price Drops Without Early Saver

I'm sorry if this question has been answered, but my searching seems to find more about if you do use early saver instead of NOT using early saver.

 

If you book a regular price cruise, no early saver, how do price drops work? Do you not qualify or how does that work?

Any rate you can get price drops up until final payment date. After final payment date, you dont get them, however, if you ask, you can usually upgrade, which Iv done a few times so far.
