I believe the times were 7:30am - 12:30pm and 1pm to 5:30pm, depending on the ship (not the times in the link). Frankly, on port intensive itineraries like the CB does, you really don't need The Sanc. We found chaise lounges on every day, even the only sea day, and often times, we were the only ones on the entire deck. There must've been about 30 empty chaise lounges around us. We were two staircases above the adult's only aft pool.

No, it is completely closed off after that time for cleaning and prep. for the next day.

 

On some sailings, you need to be in line for a day, or half day, pass very early - like no later than 7am. On other sailings, it doesn't sell out at all. Sometimes it will look like it isn't sold out, but it is. People have just chosen not to use it at that time, which is part of the luxury of it.
