Depends on the cabin. The first three lifeboats are taller and the top will be even with the top of the balcony rail, so you wouldn't be able to sit and look out into the ocean. The other lifeboats are smaller and their top would be even with the floor of your balcony, thus obstructing your view down but not out.

Can you define "upper deck".

We booked our room in 5150 on the Pride. Any idea or pics of what this view would (or wouldn't be)?

 

We were in cabin 5172 on the Spirit. Here are some pics:
