We are flying CLE to Ankorage on United then to Fairbanks on Air Alaska. Do I have this right?....we only pay the baggage fees on the more expensive flight..in this case United.

If you are flying straight thru,, IAW CLE to SEA (change planes) then from SEA to ANC then yes you will only pay baggage fees the one time in CLE.

On the other hand, if you have 2 tickets (let's say) CLE to SEA ( retrieve your luggage and go to a hotel for the night) then recheck luggage for your trip from SEA to ANC the following day, then you would pay baggage fees again in SEA

OP - how did you book this ticket? I am guessing you are holding two separate tickets. If so, I think you will pay twice, once for your UA flight from CLE-ANC and once for your Alaska Airlines flight from ANC to FAI.
