My husband and I are looking into booking the Norwegian Jewel for July 9th 16th, 2011 and then the Explorer of the Seas from July 16th, 2011 - July 21st, 2011. Norwegian Jewel docks in Manhattan at 8am, and Explorer of the Seas leaves out of Bayonne at 5pm. I've never cruised on Norwegian before, so I don't know if they offer some type of walk off option, and if I would be able to get off in time to get over to the Bayonne port in time to board the Explorer.

You are fine. You don't need an early walk off unless that is what you choose. If it was me I would get off towards the end as if you get off too fast and run over to the other port you will have arrived there way too early. So take your time.
