On our Veendam cruise, the restaurant manager was in the Explorer's lounge on Upper Promenade. The best thing to do is check the day's program (you can get one on the dock).

 

They herd you to the elevators and up to the Lido, but you can get off on any deck. We went directly to the restaurant manager to change from open to fixed and also to make caneletto reservations. Got the rezzie right then and there.

If you go directly to the Lido on embarkation day, there will also be someone there where you can make reservations for the Canaletto, Pinnacle Grill and Open Seating dinner.
