Is there a website that explains in laymen's terms what one can expect from certain areas of the ocean...like, will it be really rough and windy, how high the waves will be, etc., for different parts of the oceans, so we can sort of track what to expect on a cruise?

http://www.weather.gov provides a good coastal marine forcast. not sure how far out off the coast you are looking. if you have a specific spot, let me know and i'll see if i can post a direct link.
