how often does carnival reduce there rates on suites??

In general, full suites are among the first to sell out on any ship. Added to that is the Dream is the newest ship (at least today)....and together that means such reductions are rare. But notice I said rare, not impossible. But usually the price is pretty much what the price is. Your best bet, if you really know you will be going, is to book the ES rate and watch for price reductions up to final payment since you would be protected.
