Normally the ship does hold back a percentage of tours to be sold on board, what percent, I am not sure. What a lot of folks do is prebook on line excursions they think they might be interested in, and then if something looks better once they here the presentations on board, they switchd. Most cruise lines allow you to do this without penalty if you do it before the cutoff date, which is usually two days before the port.
