Take the free trolley!

We found out the hard way that walking from the pier to the forts is long and steep. We docked at the Port of San Juan. When you get off the pier go to your left, don't head towards the fort. You will start to see a small yellow building/house. There is a sign before that that shows a stop for the trolley and it has a number on it i believe. It loops around to the forts and a few other stops plus its FREE!

There are two trolly routes, but both will take you to the forts.

But allow lots of time. Trolleys are very crowded and traffic is very slow. Two years ago we tried the trolley and ended up walking the last 15 blocks when the trolley was stuck in traffic.
