Depends on the ship and location as to whether they can be opened but if they can, they don't really take down the wall; they just unlock it so it can swing open like a door (at least in my experience -- but again, the mechanics may depend on which ship you're one).

We have 3 balconies on the hump on Oasis, and yes -- they told me they will open them for us -- yeah!!

Remember, once opened, you lose all privacy on your balcony and in your cabin...as everyone can see into your room. You'll need to keep your drapes drawn...which sort of defeats the whole purpose of a balcony cabin.

Yes they can be opened. Just ask your room steward that you want the balcony opened up and they will see to it being taken care of.
