Hot!! They maybe wearing light leggings,but IMHO one cannot go wrong with cpari pants or linen slacks or a summer dress,skirt or top.France is generally one step ahead of American Fashion,but in the end it just is whatever YOU are comfortable wearing.Paris,of course a tad more dressy than the SOF stops. Women wear sandals not athletic shoes. But if you must wear athletic shoes- wear black ones. Big no- nos are white tennis shoes and shorts. These are obvious "tourist" looks. If that means wearing shorts, so be it. We recently returned from 3½ weeks in Provence and Paris where we experienced some 95° days. Wearing shorts on those hot days did not draw stares from locals or otherwise put us in an unfavorable position. We were tourists in touristy locals and had a blast. It will be dressier on the Cote d'Azur. Women don't wear tights in high summer (it's much too hot) and in any case favour hold-ups. A loose skirt or linen trousers (pants) is the norm.
