What are the chances i will be charged for data roaming here, even though ir says att?

I've never been charged for using my iPhone in St. Thomas or San Juan. Both are US Territories and included in my basic plan. I also keep my iPhone on Data Roaming off to ensure I don't accidentally use it onboard the ship or in a foreign country.

St. Thomas is part of ATT's basic domestic plan area since it is a U.S. Territory. That's why your data was working even though you have data roaming turned off. You were not roaming!

This also applies to the other USVI and to Puerto Rico as well.
