Excuse my ignorance....but why is this rude??

I don't think I understand why if the perfect strangers you have been assigned to have dinner with are more than say 15 minutes late, you would even allow the waitstaff to hold you back. If the other party is that late, why on earth must you be put out and have your evening plans put on hold. By all means, if the other people are unreasonably late, tell the waitstaff you would like to order and be done with it.
