Household good prohibited on Carnival

I was reading the contract and household goods are prohibited. Exactly what are they referring to?

 

Also, there used to be an emergency number Carnival has if family members back at home need to contact cruisers while onboard. I can't find the emergency number. Does anybody know what the number is?

This regulation is to keep people from moving via cruise ship. Since you can bring a lot onto a ship, what would keep you from moving from Alaska to Seattle and taking a nice little vacation at the same time.
