Are Eastern, Western Carib ports more likely to get cancelled

I have read that in ports such as Belize and Roatan ships were unable to dock because of high winds. I have read less often of this happening in other ports such as Cozumel, Grand Cayman, etc. Are eastern or western ports more likely to have weather conditions making docking impossible? If it matters, we are planning a Feb or March cruise next year.

Grand Cayman and Roatan's Mahogany Bay, but not Coxen Hole, will have wind issues. Belize has tender availability issues if more than 4-5 ships get scheduled for the same day. Costa Maya can get cancelled too due to winds. Eastern c ports do get cancelled during hurricane season (June-November) if storms are tracking toward them. But most Eastern ports have docks in protected harbors, except for cruise line private islands. Hard to judge cancellation frequency, just depends on the weather.
