Why are taxi and buses so cheap?

Grand Cayman is one of the more expensive Island to visit. Then why is transportation so much cheaper than , St Thomas, San Juan , Roatan , Cozumel? It cost us $10:00 for 2 RT to Cemetery Beach. That is like stealing in the other Ports. We are going to Corona Beach in Cozumel (exchange rate about 10 to 1), about same distance, it will cost 2 of us about $20:00 RT. Just wandering.:cool:
