This can not be normal. It will be returned in a separate envelope. That is the way they do it for security purposes. Passport/BC in the same envelope-BAD juju. A terrorist's dream if they are in the same envelope. You will have more Mr John Doe's using your son's identity than you can count. Just be patient. It will be returned.
