Usually yes. One person needs to remain in the cabin and often the other person can be changed with a possible change fee. Both people can not change.

It used to be that the cost to change after final payment was $50. Not sure if this is still the case.

I don't know the current fee either. It is sort of ironic as the "fee" used to be for creating and sending new documents which is no longer done. I am sure a fee of some sort still exists.
