Can you buy a future cruise for someone not onboard with you??

Yes you can. Have their correct name (passport) address and credit card number (unless you are springing for their cruise:D) $100 will enable you to book for a cruise in one passenger's name or $200 for 2 pax to be on the reservation.

If another cople travels on the same cruise they can get the SBC but not the deposit on your certificate. If you want to give them one you can transfer it. The only advantage is the reduced deposit. The down side is you cannot cancel that cruise. It has to be transfer to another cruise. Then it is not considered a new booking for new booking specials.
