While we've never been to Belize on Christmas Day, we have been to other Caribbean ports. I was in Belize earlier this year (independent land tour) and learned that you'll find few if any Belizeans in that shopping area with all the staff coming from outside Belize. FWIW, I was in Belize on Good Friday and all the shops were closed other than for gas stations. This was true in San Ignacio, Belmopan (Belize's capital city) and Placencia.
