It depends on the cruise line, the insurance, and when the cancellation occurred. Usually, if the cancellation happens up until the time the penalties reach 100% of the cruise fare (say it happens when the penalty is 50%), the cruise line will charge the remaining passenger a single supplement which can double the remaining passenger's cruise fare. But check with your cruise line as to how they handle this and what and how much the single supplement would be. With most policies, the cancelling person would file a claim for whatever he/she is losing to penalties. For the remaining passenger it will depend on the insurer. For example, this is from a TravelSafe plan: "Benefits will be paid, up to the Maximum Benefit Amount, for the additional cost incurred as a result of a change in the per person occupancy rate for prepaid Travel Arrangements if Your Family Member or Traveling Companion has his/her Trip delayed, canceled or interrupted for a covered reason and You do not cancel." In this case the "Maximum Benefit Amount" if it's a cancellation would be the trip cost you insure. If's a trip interruption the "Maximum Benefit Amount" is 150% of the trip cost you insured.
