A few Qs about OBC Refund

I have an OBC from Celebrity and one from a travel agent. I also have shipboard credit that a relative bought me as a gift. My understanding is that the OBC from Celebrity is non-refundable; the shipboard credit purchased as a gift is refundable; and the OBC from the travel agent could go either way. My travel agent told me that part of mine is refundable and part is not.

 

I have also read that Celebrity will apply things to your non-refundable OBC first. Is this correct?

 

Finally, I read on an old thread that, on Celebrity, you can refund even your non-refundable OBC in the casino by paying a 3% fee. Is this correct? Does Celebrity still allow this?

The non-refundable is used first.

The casino charge is now 5%
