The "Rules" as of late do not say that you can not bring them. I had no problem bringing mine in my carry on. As long as it is not an iron, you should be able to get on with a steamer. Nope, never had a problem, and took it for years..but never used it. I have stopped taking lately since our clothes seem to "de-wrinkle" on their own when I quickly hang everything up once we get our bags delivered to our cabin.
