teen age groups on Allure

My daughter who will turn 16 when we sail, wants to bring a friend who will be 14. will they be able to participate in all the teen activities, teen areas together? when we were on carnival, the teen swere separated into 12-14 and 15-17 and those in the younger age group weren't allowed in the teen club for 15-17.

The teen groups are broken up into 12-14 and 15-17 but are combined sometimes depending on how many kids are on the ship. Usually it is during the day that they combine and at night they are more strict but it really depends on the sailing.
