No passport ??

Our friends will be cruising with us and are using their birth certificates and state ID instead of a passport. Will the wife also need to show a marriage license as her ID and birth certificate will have different surnames?

Yes... there must be a paper trail between the name on her birth certificate and the name on her state id. Also, are you taking a closed-loop cruise (one that starts and ends in the same US port??). Those are the only cruises for which a bc and id are allowed...

With respect to the birth certificates... They need to have been issued by a government entity...not by a hospital. Also, they need to have an embossed seal.
