Does the ship put on buses (free or not) into Dubrovnik and Civitavecchia please?

The ship will most likely dock at Port Gruz in Dubrovnik (3-4km away).

The ship will sell tickets for a shuttle bus. The public bus or a shared taxi are good options.

 

In Civitavecchia you can walk into the town. If your question is about visiting Rome, it is quite some distance and so you would need to take a tour (they offer 'on your own' transport options) or use the train to Rome.

We were on Holland America a year ago and there is a free bus(courtesy of the Port) to the Port Entrance and then it is a short 10 minute walk to the train station if you are going into Rome. HAL had buses that took people to the Airport for which there was a charge, but they did not have FREE buses that we saw.

In Civitavecchia it is the Port itself that runs the shuttle busses to the port entrance. They are free. Walking to the port entrance from the dock is not user friendly, but once at the port entrance it is an easy walk to the station.
