It is supposed to be offered on all Princess cruises longer than ten days. There is another thread about the wine plan and it has a link to the Princess wine list.

We had a wine package when we sailed on the Pacific Princess in April/May this year.

Buy it from your waiter when you have your first meal. You can only get the wine in the dining rooms (also specialty restaurants and I believe the Horizon Court) although you can take bottles back to your cabin. You can't get the bottles from bars or Vines :( The only possible exception is the Adagio Bar on the Crown, Emerald and Ruby. Someone posted that because the Adagio supports Sabatini's next door that they were able to get a bottle there.
