How does this work??? Cruise fares

I booked a cruise for my son and daughter in law for their honeymoon.

Went on line to check the cruise price and it dropped on the RC web page, but when I e-mailed the TA to inform them, they said because they have a ship board credit it is the same piece??

Is this a normal way to do the fare, as they got the SBC when booking?

I was under the impression that the SBC had nothing to do with the base price, I'm I wrong??

There might have been some kind of a deal when you booked that you get so much onboard credit. Usually (in the US) if the price goes down you get the difference but, in some cases, that means you have to cancel the original booking (loosing any perks that went with it) and make a new one.

Sounds like a TA issue. They were able to give a certain OBC as a result of a certain fare since that credit comes out of their commission. If the fare goes down, so does their commission and their ability to offer an OBC.
