Since you are not starting in one US port and ending in a different US port without a stop in a distant foreign country, there is no legal problem in leaving the cruise early due to US laws.

However, you will need to get permission from Princess in advance and it will have to be at a port where immigration/customs is available.

Also, you will pay for the full cruise even if not on it all the way.

I am considering this cruise but my wife could not do the whole 26 days. is this a cruise where she could get off early and fly home and not violate the Jones act?
The Jones Act applies to cabotage which doesn't apply to cruise ships. What you're referring to is the Passenger Vessel Services Act which applies only if you are embarking at a US port and disembarking at either the same or another US port. Since you're boarding outside the US, the PVSA doesn't come into play at all.

If you wish to disembark before the final destination, you need to check with Princess. They may or may not give permission, depending on whether the port has Customs and Immigration facilities. If you disembark, you need to go through Customs and Immigration of the country you're disembarking in.

Looking at the Princess web site, it looks like the 26 day cruise on the Ruby is actually a combination of 12 day British Isle Cruise departing 8/27, followed by the 14 day Iceland & Norway Explorer, departing Southampton on 9/8 and finishing in New York. Maybe your wife could book the 1st cruise, and you could do a B2B of the 2 cruises.
