Folks are not stupid, folks are not just breaking the rules, folks are not foolish.....they are cheap!

Agreed! Actually it is rather tacky. Saw similar done on a bus tour in Europe -people took food off the breakfast buffet to serve as lunch instead of buying something. Could see the hotels charging more for the tours to stay because of increased costs which would be passed on to future travellers.
