BUT a lot of people do it and not much is said. I have read that the porters will tell you to carry it on, they can't accept it with a luggage tag. A lot depends on which port and what time of year. I know Galveston cracks down on this policy more than other ports and especially during spring break. I'm hoping we can take some on board the end of March!
