Move to alternate sailing with upgrade / cash back?

Just got an email from O inviting us to change from our Mayan Mystique cruise in 2 weeks to an alternate cruise at a later date with cash back and in some cases an upgrade. We're not in a position to make this change, but just wondering: does this mean our cruise on Riviera is overbooked? Is this kind of offer a common practice with O?

Probably overbooked or trying to free up the waitlist for your cabin Cat

They could also be trying to fill up the alternate cruises

 

It does happen

 

If you do not want the offers just tell your TA or Oceania you are not interested
