Most likely the bartender and the issue is that bartenders work a on a rotational location schedule. Bartender earnings are based on that 0.15 % gratuity and to keep all bartenders happy they work at the highest to lowest revenue bars throughout the ship. I guess you just never know, I asked a few times and was told their assignment can change from time to time. The important thing is to fine the right bartender.:) Just does not seem fair to put a bartender in the lowest revenue generating bar cruise after cruise.
