We booked in April,(3cabins),got the bev.pkg....now there is a substantial Ill. Residency discount,can you call and have it applied?

Contact your travel agent. Various rate programs are for new bookings only. It doesn't hurt to ask.

I doubt it. Terms & Conditions of the 1-2-3 program seem to disallow. You could cancel and do a new reservation and lose the beverage program if the discount iOS large enough to warrant losing the beverages if all else fails.

 

But you can try a dummy booking at the Celebrity site, and enter BEV123go as the Offer code on the screen you indicate your state for the residency requirement and if it is allowed it will let you know.
