Sure- if you don't mind another guest removing your towel from the chair that you are not using so that they can then occupy it.

 

Serious answer- no, you cannot. It's rude, it's ridiculous, and there is a prohibition against such behavior that is printed in the freestyle daily.

You really must be new to cruising let alone new to Cruise Critic.

 

To answer your question, this practice is heavily frowned upon. It is lovingly referred to as Chair Hogging (Chogging). Although you will see many people doing exactly the thing you are asking about it is considering extremely rude because some people come out later and can't find a chair and see these chairs, with just towels on them, sitting unused for hours.

 

Go with your conscience. ;)

On my last cruise, I was standing next to a member of the cruise staff when he removed someone's towels. :)
