Yes, they will refund it to you. There are two types of OBC, one non-refundable and one refundable. Price drops are always considered "refundable". You can also access this money via the on-board kiosks or go into the casino. There are "lots" of threads on this.

I'm doing a b2b so would they transfer any remaining OBC to our next cruise?

Nope, they didn't in my case. Was told, accounts are all "closed" at the end of the cruise. and no transfers. I cashed out in the Casino.n

That's exactly what I'll do! With our OBC and gift card there's no way we'll spend it all on one cruise. Will cash out at the casino and use it for our 2nd b2b!

when you say cash out in casino How is this done Is it the same as Princess putting the cash on your room card and then cashing out as if it were a machine win?

Insert your keycard in a slot machine and transfer money. Then cash out.
