Our flight does not leave until 1, is there anything near the port that we could walk/take cab to and just walk around, get breakfast, etc. Hoping we can use luggage valet on Brilliance, but not sure if they offer it for TPA?

According to Royal's website, luggage valet is not offered at Tampa. I'd still ask onboard as Royal has a habit of not updating their website promptly.

I don't know if RCCL docks at the same place in Tampa where NCL does, but if so, the Florida Aquarium is right there, and is really nice. It opens at 9am, and literally about 20 feet from the ship- right next door. They will store luggage too, and since it's so close, the porters will help you carry your luggage over there with their carts. We have always gone there for a couple hours, then when you're ready to leave, they will call you a cab to the airport. It's a really nice aquarium, and they have a nice place for lunch, and even full bar and outside water splash area.

Royal docks at the same place, either terminal 2 or 3, either of which is walking distance to the aquarium.
