People who engage in behavior that can cause me or others a problem (smoke, fire etc.),especially behavior that is expressly prohibited by the cruise line can expect to be reported at some point - if not on this cruise then on a future cruise. You can stipulate whatever you want but you have no way of knowing whether or not your actions will bother someone, but apparently you believe that by stipulating that no one is being bothered, that frees you from the responsibility of following the rules.
