Ships returning to port after sail away..

Is there a new law that requires ships to return to port if close enough in the case of an emergency? I have noticed the last month or so a lot of ships returning to port shortly after sail away that I have not noticed in the past. Any information?

No law. Based on whatever is safest for all involved.

The only recent developments that might be influencing some ships decision to return to port are related to medical malpractice lawsuits, with a pair of court decisions in November and December potentially opening up the cruise lines to more lawsuits.
