What rule? You can't bring anything on board the ship regardless of size. TSA is does not control the ports, only airports. You can carry as big as a bottle of mouth wash as you want, providing it is mouth wash......

Nope since you cannot bring liquor onboard.

My bad, I thought TSA handled security at the ports too.
