She might think it is a weird gift until you show you how it is used on board ship and you tell her how popular these things are among experienced Cruisecritic cruisers. It is a great device, especially for women, to store a lot of items to keep from cluttering up the bathroom or vanity while on board the ship. You can pick one up cheap at a Walmart. Also consider a luggage scale -- they are cheap, too -- or an inflatable shoulder pillow if she is flying to her departure port. Or, perhaps the cruiseline has a way for you to buy them a gift card for a special dinner while cruising. Most of the mainline cruise lines offer for-a-fee dinners. You can order a basket of something, logo something, or photo, drink package. Disney and Carnival have gift cards. I'd do a fun bag filled with fun stuff: beach towel, sunscreen, sunglasses, a laylard (sp), book/magnaize, flip flops, hat, disposal water camera. Swimsuit/cover up. Typical stuff you'd use/enjoy/need. A frame or photo album for pictures of her trip. If she's crafty cruise related scrapbooking kit (if she scrapbooks, then just related items). I've never used or thought, hey I need the over the door hanger. Shelve space in the bathroom is plently. It's a "beach vault" that locks onto your beach/pool chair or a small tree!! I love it. I'm not sure where you can buy them but I got one of those small waterproof canister like things to wear around your neck from RCCL on a previous cruise. Surfers use them. You can put some money, your S&S card etc in it. It's a nice gift that wouldn't cost much. Or other things like that from the on board gift shop with the ship or Carnival logo. Even a post card or 2 of the ship that she could frame when she gets back home. Happy sailing to all of you.
