It probably does not qualify as an appropriate cultural or educational experience for a US citizen and thus it is illegal for you to visit Cuba. I saw in articles about the Fathom cruises to Cuba, that this cruise is offered to US citizens, and they are handled differently than others, and must meet the requirements of the "cultural exchange" clause (probably 8 hours/day of programmed cultural exchange, no idea what that entails).
