Hey Rich, no they are not locked but as you know the wind can be a little much. No problem going out there whenever. at night lights have to be extinguished for the navigational bridge requirements so as not to interfere. I had trouble opening the sliding door during windy conditions as well and had to have my cabin steward close it properly for me. He said it was the wind.
