Does MTD dinning no longer requires pre paid gratuities?

Unless this is some very recent policy change, you can still use OBC to pay gratuities.

Per email direct from RC: Onboard Credits are the first funds applied to shipboard expenditures, including gratuities, with the balance being paid with the form of payment you have set up for you Onboard Expense Account.

The TA might be getting confused with another cruise line. I've read of at least one that won't allow OBC to be used for gratuities.
