Any place that services drinks honor the UBP (including NCL's private islands). You can order any drink up to $15. Anything over $15, you pay the difference.

 

The UBP does not include room service, package sales, ship specific promotions or beer buckets, designated Super Premium brands, bottled wine, mini bar purchases, bottled water, fresh squeezed juices, select Lavazza coffee beverages, energy drinks, vending machines, wine stations or spirits, cocktails, draft or bottled beer and glasses of wine over $15.

AND if you order a drink while in a port that requires a tax on your drink (like embarkation ports in the US) you will be charged the small amount on the price of the drink.

Is it just whilst in port? Say the cruise departs Barcelona (which is subject to VAT). It's not added to every drink on that cruise?
