I've read that, and the rules technically say this is the case, but I have read like 1 review that said they were declined, and hundreds that say it works. But I was just on a 6 night repo on Summit, and had the all-in 123 package, with $300 OBC. I took my OBC out at casino and they didn't even charge me the 5%. I just said I needed money to gamble, they gave me the money. I have never gambled on board or taken money from the casino cage, so not sure how it is supposed to work, but I was happy to not get the 5% fee. And I did it at 9:45pm the last night of sailing. Just FYI...maybe some don't need "something special",don't drink wine,and already have a dinner perk and just want to reduce the cost of their cruise. We don't gamble, our drinks are free between the pkg and Michael's Club, and shopping on board isn't our thing.
