If Carnival does allow it, the one thing you'll have to worry about is local laws like others have said. Especially in areas where you think its a tourist location, but in actuality it could be a government, military or historic site with restricted airspace. Nassau is a good example, it has government buildings, navy and other offices right at the port and there's a good chance they'll not want a drone flying near these buildings. On the beach or resort you may have to deal with owners who ban them as well.

Also the remote control frequencies we use in the U.S. are not legal everywhere. Some places take using unauthorized frequencies very serious. The ones your Phantom uses (2.4GHZ, 5.8GHZ) are used by the military in some countries.

 

Just because you have seen videos from these areas does not mean it is legal or allowed.
