Assuming you are not on the ship now, and the excursion is tomorrow, you should get a full refund.

From Carnival's FAQ's:

When can I book shore excursions?

Shore tours may be booked online prior to sailing up until the Pre-Sail cut-off time -11:30pm ET, the evening prior to the cruise departure. After the online Pre-Sail, the remaining inventory will be available on the departure day on board the ship. Due to availability, it is strongly suggested that guests take advantage of ordering their shore tours in advance, online, in order to avoid disappointment once on board.

What happens after I purchase my shore excursions prior to sailing?

Guest's will be able to view and print:

A shore excursion confirmation with an order number.

A full itinerary/schedule of all shore excursions booked for all guests on the booking.

Orders can be cancelled or added online, without cancellation charges, until the cut-off time (11:30pm ET, the evening prior to the cruise departure).

Shore excursion tickets are delivered to the guests' stateroom prior to embarkation.
